The Tompkins County Health Department is trying to contact the owner of a dog that bit a woman carrying an infant in a front carrier Wednesday afternoon in Robert H. Treman State Park. The incident occurred between 4 p.m. and 5 p.m. about a quarter-mile from the upper park.
